Police identified the victim as Rey Macsucang y Macantos of Buenavista.

Macsucang’s companion Dilario Huela, 54, told the police that they were aboard a banca, fishing around 10 a.m. amid bad weather, thunderstorm and lightning exploded hitting Macsucang in the body.
