House Deputy Speaker for Mindanao and Women Beng Climaco the other day led a select group of congressmen to a meeting with executives from the World Bank to discuss about the World Development Report 2011 which focuses on conflict, security and development.

Initiated by the Presidential Adviser on Peace Process, the meeting held in Manila was attended by mostly representatives from Mindanao.
The World Development Report 2011 was presented World Bank visiting researcher Nigel Roberts of the World Bank and intends to help policy makers in identifying key reforms and institutional strengthening to restore confidence in state institutions that will assure the propagation of peace, justice and an end to the cycle of conflict and violence.

Cong. Climaco expressed belief that the World Development Report can, by and large help policy makers, serving as a tool book and a guide to have a sustained effort to bring effective change, effectiveness in governance,  depolarisation of society, improve the quality of the bureaucracy and hopefully end corruption, having compiled experiences of developing countries.

The lady solon stressed during the discussion that there is a need to have a unified strategy to end conflict, meaning, the efforts to bring lasting peace in Mindanao should be combined with the local experience.

The message and the approach by the national government should be participatory of all stakeholders and the citizen themselves and not limited to top negotiators alone, she emphasized.
Present during the meeting were Congressmen Mujib Hataman of Basilan, Pangalian Balindong of Lanao del Sur, Jesus Sacdalan of North Cotabato and Bai Sandra Sema of Maguindanao; Sec. Ding Deles and World Bank Country Director Mark Bair. — Marvin Segura
