District 1 Congressman Celso Lobregat motored to the West Coast recently where part of the By-Pass Road project is under construction.

Accompanied by top officials of the regional and district offices of the Department of Public Works and Highways (DPWH) , Lobregat made an ocular inspection of the Patalon-Pamucutan road construction site which forms part of the 23 kilometer- long  By-Pass road West Coast or District 1 section.

Initial construction work, mainly concentrated on road opening on both Districts 1 and 2, started in Year 2012 with an initial funding of Php 310-million allocated in the General Appropriations Act.

For Year 2013, Php 250-million was earmarked for the By-Pass Road in District 1 section.

When Lobregat assumed as District 1 congressman, a Php 150-million budget was allocated in the Year 2014 and another Php 320-million in the Year 2015 also for the District 1 section. For Year 2016, the proposed budget for the By-Pass Road for the same district is Php 300-million

DPWH officials briefed Cong. Lobregat on the details of the project during the inspection trip.

They included Z.C. District Engineer Cholie Roble, DPWD-9 Assistant Regional Director Engr. Nenita Robles, Engr. Cayamombao Dia, chief of Planning and Design Division, Engr. Artemio Marcera, project engineer, Z.C. ByPass Road and other officials. Also with the group was former District 1 Councilor Rodolfo Lim.

The site inspection was conducted following a monitoring and planning conference called by Congressman Lobregat on Thursday, August 13, of DPWH regional and district officials held at the DPWH District Engineer’s Office in Divisoria, this City. — Jubels Santos
