Local folks rejoice as Zamboanga City experienced the first day of no blackout yesterday, Sunday.  This was the result of the provisional authority granted by the Energy Regulatory Commission (ERC) for Zamboanga City Electric Cooperative (Zamcelco) to draw power directly from the Western Mindanao Power Corporation (WMPC) in Sangali.

Congressman Celso L. Lobregat thanked the ERC Chairman Atty. Jose Vicente Salazar and Commissioner Gloria Victoria Yap-Taruc for the timely signing and release of the provisional authority that was docketed closed to 5 o’clock pm last Friday, December 11, 2015.

Zamcelco President Omar Sahi and OIC-General Manager Edgardo Ancheta also thanked Congressman Celso Lobregat for his intercession in securing the release of the provisional authority.

Congressman Lobregat, who is the Vice-Chairman of the House Committee on Appropriations handling the Energy Cluster, has established a good rapport with the officials of the ERC, DOE, NEA, PSALM and other government agencies. And it is to be recalled that the proposal of Zamcelco to purchase 50MW from WMPC upon the expiration of the WMPC/NAPOCOR contract on December 12, 2015 was taken up during the Power Forum initiated by Congressman Lobregat last May 22, 2015 in Zamboanga City. Present in that meeting were then Energy Secretary Jericho Petilla, NEA Administrator Edita Bueno, Atty. Francis Juan of the ERC and other Energy officials and other Government officials.

Lobregat has been following-up the release of the provisional authority since the budget committee hearing in Congress last September and continuing-on from December 3 up to the timely release of the provisional authority last Friday, December 11.

Per information of OIC-GM Ed Ancheta the WMPC started supplying electricity to Zamcelco at 6 o’clock yesterday morning. The power demand and supply situation of Zamboanga City on December 13, 2015, Sunday was as follows: hourly demand: 81MW. The supply allocation from 1:00 am to 6:00 am was PSALM: 27MW, TMI: 17MW, MAPALAD: 8-9MW for a total of 52-53MW. From 6:00 am to 12:00 midnight, PSALM: 27MW, TMI:17MW, MAPALAD: 0 MW and WMPC:35-39MW for a total of 79-83MW.

It shall be recalled that the no-brownout for Zamboanga City starting December 13 was announced in a press conference at the Zamcelco Board room with Zamcelco officials, WMPC officials and Congressman Celso Lobregat. In said press conference Congressman Lobregat said that “The blackout-free Zamboanga is the best Christmas gift that we can give to the Zamboangueños, we can now enjoy a bright and brownout-free Christmas, Feliz Pascua y un muy Propero Año Nuevo”. — Jubels Santos
