Throngs of businessmen started flocking City Hall Monday for the yearly renewal of permits utilizing the Business One Stop Shop (BOSS) system that the City Government implements for the second year now.

With the BOSS, applicants need not rush from one office to another to finish their transactions as all offices concerned are set up in City Hall, thus saving time and efforts for the transacting public.

Permits renewal and registration went full blast starting Monday, January 4 to 20. Late filers will be meted with 25% surcharge per quarter and 2% additional surcharge per month.

Under the BOSS concept, all agencies and offices involved in the renewal of licenses of different kinds of businesses will be established at the second floor of City Hall. These include the Social Security System (SSS), PAG-IBIG Mutual Fund, Philippine Health Insurance (PHILHEALTH), Department of Trade and Industry (DTI), Bureau of Fire Protection (BFP), Philippine National Police (PNP), City Agriculturist Office (CAO), Office of the City Environment and Natural Resources Office (OCENR), City Planning and Development Office (CPDO), City Engineer’s Office (CEO), City Health Office (CHO), City Veterinarian Office and City Tourism Office.

The City Treasurer’s Office (CTO) and the Business and Permits Licensing Office (BPLO) are both located at the City Hall ground floor.

Business renewal under the BOSS system will have 4 steps- first, presentation of 2015 business permit at the BPLO, second secure clearances (different agencies at the City Hall second floor), third, assessment and payment at the CTO and fourth, get the 2016 permit at the BPLO. Businessmen are advised to secure a barangay clearance before starting with step 1. They are also advised to bring all available clearances/permits of previous year for faster processing.

For new business registration, applicants will undergo 3 steps- first is the application with BPLO where they will be asked to fill up and submit the application form, second, assessment and payment at the CTO and third, get the temporary permit to operate (TPO). With the TPO, the business operations can start but the requirements and clearances are to be complied within the prescribed 30-day period for the issuance of the actual business permit.

Pre-application requirements for new applicants are Securities and Exchange Commission (SEC) registration or DTI registration (single proprietor), valid identification card, 2x2 pictures, proof of ownership/lease contract and other pertinent documents.

Office hours for all agencies and offices involved in the renewal and registration process will be extended from 8am to 8pm Monday- Friday and from 8am to 5pm on holidays, Saturdays and Sundays to accommodate applicants.

Starting this year, the city government is also issuing new business plates bearing the city’s logo, City Hall insignia and I Love Zamboanga icon. — Sheila Covarrubias
