The City-led investigation report of the deadly old pulbic market fire is still to be completed pending the formal findings of the Bureau of Fire Protection (BFP), according to the City Legal Office.

City Legal Officer Judge Jesus Carbon said the draft report of the City’s investigation of the market fire is still incomplete because the BFP has yet to submit the results and findings of its investigation to the city government.

“We have a draft report consisting of 27 pages to be submitted to the mayor but it is still incomplete because we are awaiting for the report of the Bureau of Fire Protection – Manila,” Carbon said Monday, January 4, in the regular press briefing at City Hall.

It will be the BFP report which will shed light and determine the cause of the market fire and this will be incorporated to the City’s investigation reports prior to its submission to the mayor.

Mayor Beng Climaco has already lodged a formal request to the BFP for a copy of their report, Carbon said.

At least 15 people, including children and women, were killed in the fire that also destroyed dozens of business stalls on November 1 last year.

The victims were sleeping in the padlocked building when the fire, believed to have been triggered by faulty electrical wiring, broke out.

Vendors and their families regularly spend the night inside the market to watch over their merchandise, mostly used clothes and vegetables, but this practice is violative of the market ordinance which prohibits them from making the place their sleeping quarters.

“The victims were trapped in the burning building. They couldn’t find their way out,” said a police officer. — Jasmine Mohammadsali
