As Sr. Supt. Angelito Casimiro is about to end his stint as City Police Director of Zamboanga City, Congressman Celso L. Lobregat fondly describes Col. Casimiro as “My CD that never was”.

During his term as City Mayor, Congressman Lobregat said that he wanted and recommended Casimiro on three separate occasions. These recommendations were founded on Casimiro’s performance, experience, abilities and potentials.

Lobregat revealed this information as Casimiro announced his desire to relinquish his post as OIC-City Director of the City Police Office despite moves by local officials to seek for an extension of his service in the city.

Lobregat said that three times during his incumbency as City Mayor, he had recommended the designation of Casimiro as City Director.

The first time he recommended Casimiro to be the City Director was in 2007 to succeed then Sr. Supt. Mario Yanga who was to be designated as Provincial Director of Zamboanga del Norte.

The second time Lobregat tried to get Casimiro as a City Director was in 2008. He recommended Casimiro as replacement for Sr. Supt. Manuel Barcena. Instead, Sr. Supt. Lurimer Detran was designated to succeed Barcena.

And the third time was in December 2012  when Sr. Supt. James Mejia was due for transfer. And to fill up the vacancy, Lobregat again recommended Casimiro.

Lobregat said that when he learned that Casimiro could not be considered as Mejia’s successor, he requested for the return of Sr. Supt. Edwin de Ocampo to succeed Mejia.

De Ocampo assumed in January, 2013 and served past the term of then Mayor Lobregat. On July of 2013 Sr. Supt. De Ocampo was subsequently replaced by Sr. Supt. Jose Chiquito Malayo who took over the helm of the local police barely two months before the September 2013 Zamboanga Siege.

Lobregat said the reason why Casimiro was unable to get the City Director position in the local police was known to him and Casimiro himself.

Lobregat congratulated Casimiro for his splendid performance as OIC-CD. He expressed the hope that his departure from his assignment in the local police will allow him to move on to greater heights in his career and get the chance to be the Region’s Police Regional Director in the future.

Congressman Lobregat also said that Casimiro’s transfer outside of Zamboanga City will also give him a better chance to come back in the future as Regional Director. He said that the policy of the PNP is that an officer cannot be promoted to become the Regional Director of the region where he is serving in a lower position. This was the unfortunate situation encountered by Chief Supt. Mario B. Yanga.

While Yanga was very much qualified to become a Regional Director of Region 9. He never got the post as he was already the Assistant Regional Director of Region 9. (Lea LM)
