Public Works Secretary Rogelio Singson has ordered the speedy movement of internally displaced persons from transitory sites to permanent shelters but the quality of the housing units should not be sacrificed.

Mayor Beng Climaco, who met with Sec. Singson together with the local Z3R team in Manila, said the latter has tasked the National Housing Authority (NHA) and the local government unit to make sure that the housing units have the required facilities before any transfer can take place.

She said the turnover of completed housing units can take place as soon as the NHA has installed, through contract services, the temporary septic tanks (cotech) for the concerned units. “The LGU with the NHA will make sure that the houses have the temporary septage facilities because we want to move our IDPs to their permanent houses.”

As of December 31, 2015, a total of 2,338 out of the total 6,500 housing units target for construction, have been completed. Of the completed units, only 869 have been awarded to beneficiaries as the others do not have the required facilities specifically for septage as well as water and power connections.

Mayor Climaco said the IDPs as well as the local government would want that the siege-affected families be returned to their permanent houses but the houses should be within specified standards.

Meanwhile, the Engineering Brigade of the Philippine Army has been tasked to establish the temporary shelters for the IDPs now housed in Lupa-lupa. A funding of P3 million has been set aside for the construction of the transitory facility, according to the mayor. —Sheila Covarrubias
