Mayor Beng Climaco stands firm in her policy to accept housing projects for internally displaced persons if these are constructed within standards and are complete with the necessary facilities such as septage and drainage systems.

Mayor Climaco reaffirmed her policy during a meeting with Public Works Secretary Rogelio Singson together with other members of the local Zamboanga City Roadmap to Recovery and Reconstruction (Z3R) team in Manila last week.

Singson has tasked the National Housing Authority (NHA) to fast track the construction of the houses in a bid to speed up movement of IDPs from transitory shelters to their permanent houses.

He said the NHA should find ways to install temporary septage systems in completed houses but not yet turned over due to the absence of such facilities.

Climaco said the City Government, just like the IDPs, would want the immediate return of the affected families to their permanent places however the some of the completed Z3R housing units are not yet ready citing standards and the required facilities.

She stressed that it is the responsibility of the local government to make sure that the housing units are structurally fit and has the required septage facilities before they are formally turned over to the IDPs. —  Sheila Covarrubias
