The local government will be studying anew Ordinance 185, otherwise known as the law regulating the operation of motorized tricycles in the city, to come up with rules and regulations for its comprehensive implementation among commuters and the riding public.

The City Council has tasked the City Legal Office, through the Tricycle Adjudication Board (TAB) to re-study the ordinance following discussions and representations made by tricycle associations requesting for the increase in the tricycle fare matrix and the amendment of the tricycle ordinance.

In addition to the re-study of the tricycle ordinance, the TAB is also looking into intensifying efforts to implement the tricycle matrix and provisions of the tricycle ordinance such as a scheduled crackdown on ordinance violators which include overcharging and refusal to convey passengers.

The new fare matrix for tricycle operations sets the regular fare at P20.00 for one or two passengers for the 1st kilometer, plus P5.00 for the third passenger with an additional of P5.00 for every succeeding kilometer regardless of the number of passengers.

According to the TAB, approximately 4,000 franchises were processed and were provided with the fare matrix which details the computation of tricycle fares.

Relative to this, the TAB discouraged commuters from hailing and riding tricycles without fare matrices as these may be colorum vehicles or tricycles that have failed to register and renew their franchises.

In 2015, a total of P1.5 million was generated in income from administrative fines imposed on violators of the tricycle ordinance as part of the TAB’s consistent campaign against violators of ordinance 185.

Meanwhile, residents are urged to personally report and follow through their complaints on violations on the fare matrix directly to the TAB office at City Hall or via numbers 991-7294 or 0906 664 8613.

Residents are also encouraged to take supporting details such as photos of the fare matrix and plate number of violating tricycles to facilitate the due process in hearing and addressing these complaints. — Jasmine Mohammadsali
