Councilor Lilia Macrohon Nuño,  chairperson of the City Council’s Committee on Health and Sanitation, yesterday disclosed that she and her collegue Councilor Myra Abubakar are preparing a draft for a proposed ordinance prohibiting smokers in all public places, public transports, selected private places used for seminars, conferences or places used for public gathering.
The proposed ordinance provides fines and penalties for violators.

Nuño said there is a need to ban smokers in the said public places and public transportation to protect the health of persons who are non smokers.
Nuño explained that the smoke exhaled by a smoker is very dangerous to the health of persons who inhale.

“The smoke exhaled by smokers is called second-hand smoke.  It is very dangerous to health especially to the lungs and it will cause tuberculosis, lung cancer and other diseases,” Nuño stressed.
Nuño received many reports and unwritten complaintson smokers who are violating the rights of other persons, especially those who exhale smoke in jeepneys and public places.    There are also reports that some jeepney drivers smoke while driving and smokers throwing away cigar butts in public places creating mess in different roads.

Nuño believes it is high time to discipline smokers and punish them if they violate the rights of non-smokers.

She said that most highly urbanized cities in the country have banned smokers in public and some private places like in Palawan, Quezon City, Cebu City, Davao City, Dipolog City and Manila. — Allen Abastillas
