Congressman Celso Lobregat continues to appeal to Mayor Beng Climaco to stop making a cover-up on the controversial Masepla issue which is now the subject of scrutiny from among the members of the city council and the people as well after uncovering alleged irregularities in the approved Memorandum of Agreement duly signed by the mayor herself and the barangay chairman of Mampang Leonard Aliangan.

Lobregat said that Climacohas been dishing out true lies right in the face of the constituents through her misleading statements.

During a press briefing Tuesday in his residence, Lobregat gave reporters the duly signed MOA which was the subject of the controversies for them to scrutinize if indeed the mayor is telling the truth or lying instead.

The solon cited the provisions contested and refuted by City Legal Officer Jesus Carbon which came out in the local paper Tuesdaysaying that the city government has no intention of putting up some additional 200 temporary shelters in Masepla transitory site in Mampang.

Carbon added that the same document was misinterpreted by some council members, claiming that a new request to construct additional temporary shelters was being requested.

Congressman Lobregat also clarified that the statements of the mayor and the legal officer are misleading.

“They are trying to fool the people, the MOA and proposed contract was duly reviewed by the city legal officer before it was signed by the mayor and the same was forwarded to the city council for approval,” Lobregat said.

Lobregat presented the facts on the issue by pointing to the signed and amended Memorandum of Agreement (MOA) entered into by the city government represented by Climaco and the barangay council of Mampang represented by Chairman Aliangan.

The solon also elaborated in details the alleged deception which supposed to take place in seeking the approval from the city council, wherein District 2 Councilor Percival Ramos uncovered there were irregularities in the actual situation onsite and the provisions of the proposed MOA.

“We want the truth to come out, I want the Zamboangeños to know that the mayor is lying. If she can do that in a straight face, and nobody corrected her, that would be a gospel truth, just look at the evidences,” Lobregat said.

He also appealed to Atty. Carbon and all those whom the mayor is allegedly using to be part of the cover up to speak the real issues and not to hide it from the public.

“The truth will set you free, I have evidences to prove that they are doing anomalous things in here. I am exposing it to give justice to our people who deserves it most,” Lobregat said. – Dexter Yap
