The city government of Zamboanga fully complies with the full disclosure policy mandated by the Department of Interior and Local Government (DILG) in line with the Aquino administration’s program on participation, accountability, responsiveness and transparency in good governance.

The DILG report on LGU Compliance on Full Disclosure of Local Budget and Finances and Bids and Public Offering as of June 17 shows that Zamboanga City complies with all the 13 requirements stipulated in the FDP memorandum circular in both conspicuous places and the website.

The DILG report from January to June 2011 was shown during the Regional Tapatan Roadshow held July 13 at the Garden Orchid Hotel with Phillip Francis Dy, head, executive assistant to Secretary Jesse Robredo as guest.  Originally, Sec. Robredo was to keynote the event but an emergency meeting with President Aquino at the same time enabled him to fly to Zamboanga that day.

DILG Memorandum Circular No. 2010-83 dated August 30, 2010 entitled “Full Disclosure of Local Budget and Finances and Bids and Public Offering” and DILG Memorandum Circular No. 2011-08 dated January 13, 2011 entitled “Strict Adherence to Section 90 of Republic Act No. 10147, General Appropriations Act, Fiscal Year 2011” mandates the posting of various LGU documents and transactions in websites and conspicuous places within the local government-owned public buildings.
Mayor Celso Lobregat in his welcome message thanked the DILG for choosing Zamboanga as the venue of the regional roadshow on good governance, which he said, provides LGU officials in Western Mindanao a forum to ventilate issues and concerns in the desire to make local government units functional and responsive to the public that they vowed to serve.

He cited the roadshow as one forum where LGU officials from Region 9 can raise their level of awareness, knowledge, acceptance, participation and compliance with the national government’s Full Disclosure Policy.

Lobregat also during the roadshow presented the city’s experience on FDP implementation, peace and order and conflict management strategies. Other presentors were Sibugay Governor Rommel Jalosjos and Vincenzo Sagun Municipal Mayor Edilberto Adlaon who talked about their LGU experience on FDP implementation.
Dy in his keynote message espoused on the agency’s full disclosure policy as well as thresh out common concerns and outcomes during an open forum that followed his message.

The Tapatan Roadshow, he said is a dialogue on performance, accountability, responsiveness and transparency and aims to secure the commitment and support of all local chief executives in the region on the said policy.

Highlight of the roadshow was the commitment setting and signing of the commitment pledge led by Mayor Lobregat, Dipolog Mayor Evelyn Uy, Zamboanga del Norte Governor Rolando Yebes and Sibugay Governor Jalosjos with Dy as witness.
DILG Regional Director Paisal Abutazil gave the closing remarks.

Participants to the Tapatan Roadshow on the FDP were regional and provincial government officials of DILG and those of other line agencies, presidents of Liga ng mga Barangay, presidents of Provincial leagues of Accountants/Treasurers/Budget Officers, Non-Governmental Organizations (NGOs), Civil Society Organizations (CSOs), People’s Organizations (POs), national government agencies (NGAs), and media practitioners in the city. — Sheila Covarrubias
