“A lie repeated a thousand times becomes the truth, and if you tell a lie big enough and keep repeating it, people will eventually come to believe it.”

This quote from Joseph Goebbles, German dictator Adolf Hitler’s propaganda master, was shared by District 1 House Representative Celso Lobregat as he lambasted a black propaganda being mounted against him by the camp of Mayor Beng Climaco

Congressman Lobregat said Climaco’s team has branded him as the mastermind of an alleged propaganda thru a one-page flyer distributed in different barangays of District 1.

In press briefing Sunday,  Lobregat showed to reporters one-page long bond paper size transcript of a prepared propaganda against him which he believes was a handiwork of the “Team Amarillo”.

“They have made this black propaganda against me, reversing the truth about the Masepla issue and turning it on me as the one lying, when in fact they are the ones doing it straight in the face of the people,” Lobregat said.

The propaganda titled, “Be Fully Informed, No Mas Cre Na Black Propaganda di Celso Lobregat”, contains  the details of the controversial Masepla issue which centered on the “200 additional temporary shelters” stipulated in the endorsed Memorandum of Agreement of Climaco to the Sangguniang Panslungsod dated February 15,2016 which caught the attention of the majority members in the city council and perceived it to be dubious when there were contradicting statements from the points persons like the City Social Welfare and Development Officer Socorro Roxas, City Engineer Luis Vicente Despalo and the office of the City Legal who prepared the MOA.

The propaganda against Congressman Lobregat reads:

“To set the record straight, the City Government of Zamboanga has no intention to put up “200 additional temporary shelters” at the Masepla Transitory Site in Mampang. The 1st endorsement by City Legal Officer Atty. Jesus Carbon dated February 12,2016 and the endorsement letter of Mayor Beng Climaco to the Sangguniang Panlungsod dated February 15,2016, clearly stated that the request only covers the Concreting of the Road-Right-Of-Way leading to Masepla Transitory Site and the extension of the period for the use of the transitory relocation site identified as the 19-hectare lot registered and declared in the name of Vicente Tio.

“The agreement to use the property at Masepla already ended last February 28,2016 based on the first MOA forwarded to the Sangguniang Panlungsod, thus there was a need to forward an Amended MOA to extend the use of the property. It is important to note though, that the same terms and conditions from the previous MOA were still carried over the recently Amended MOA that was forwarded to the City Council and this document was misinterpreted by some council members that a new request to construct additional temporary shelters was being requested. This confusion was used by some members and critics without even clarifying the issue first hand with concerned offices and was further politicized for their own interest.

“A certification was already issued by the International Organization for Migration (IOM) stating that they have fully constructed the target deliverables on the shelter component for the Zamboanga Recovery Program and no longer construct or build transitional shelters or recovery shelters in Masepla, Mampang.

We do not know where the “200 additional bunk houses” conteroversy was based but what we know is that there is a separate request to put up 200 permanent shelters by the Archdiocese of Zamboanga for untagged Badjao and Sama Bangingi families in Kapuk, Mampang and not in Masepla.

Please be guided accordingly.”

Lobregat rebutted point to point the details of the allegations against him by “Team Beng Climaco”.

The solon said there is the aspect of the so-called truth, half-truth and lie on this issue.

“The truth is there was indeed an amended Memorandum of Agreement (MOA) duly signed by Mayor Climaco and the barangay chairman of Mampang Leonard Aliangan with regards to the extension of  the stay of the Internally Displaced Persons (IDP’s) in Masepla, Mampang for the period of February 29,2016 to March 1,2017.

“ The half-truth is the letter of the Mayor to the Sangguniang Panlungsod dated February 15,2016 requesting for the granting of authority to the mayor to enter into a MOA with Barangay Mampang relative to the concreting of the road-right-of –way leading to Masepla Transitory Site to be funded by IOM.

“The lie is that the mayor insisted that there was no provisions in the MOA asking for the additional temporary shelters in Masepla saying that there is a separate request to put up additional 200 permanent shelters by the Archdiocese of Zamboanga for untagged Badjao, and Sama Bangingi at Sitio Kapuk,Mampang.”

“They are trying to fool the people, the MOA and proposed contract was duly reviewed by the city legal officer before it was signed by the mayor and the same was forwarded to the city council for approval,” Lobregat said.

Lobregat presented to reporters the facts about such issue by pinpointing the signed and amended Memorandum of Agreement (MOA) entered into by the city government represented by Climaco and the barangay council of Mampang represented by Chairman Leonard Aliangan, wherein one of the provisions specifically in details explained about the construction of additional housing units in Masepla Transitory Site to be built by an NGO, the International Organization for Migration (IOM).

The solon also elaborated the details the alleged deception which supposed to take place in seeking the approval from the city council, wherein District 2 Councilor Percival Ramos uncovered that there were irregularities in the actual situation onsite and the provisions of the proposed MOA.

In the WHEREAS clause of the amended MOA, it indicates that parties agreed to amend the June 5,2014 MOA to cover the inclusion of ADDITIONAL SINGLE-DETACHED CORE SHELTERS/ALTERNATIVE TRANSITION SHELTERS (ATS) TOBE FUNDED BY IOM. The said assistance aims to supplement the existing temporary structure/bunkhouses at the transitory site in order to accommodate as many IDP’s as possible.

“There was no misinterpretation as they have alleged, they were the ones who presented these documents to the council and now that the council is questioning the complexities of this MOA, they will now call my councilors as saboteurs?’” Lobregat asked.

Further details of the provisions of the amended MOA states that the barangay shall not perform acts which will delay the construction of additional temporary bunkhouses and/or single-detached core shelters/alternative transition shelters (ATS) in the aforesaid lot.

Provisions No.4 states that the IOM shall subsidize the cost of labor/work to be done thereat, while the barangay on the other hand, shall provide some workers/laborers who will work at the transitory relocation site for the CONSTRUCTION OF ADDITIONAL TEMPORARY BUNKHOUSES AND/OR SINGLE-DETACHED CORE SHELTERS subject to the supervision of authorized representatives/ from the city/IOM.

Lobregat said that these official documents they have summited to the council has caused animosity and great suspicion from amongst the city dads with regards to their voting in favor or against on issues being raise to their concerned.

“The problem with the mayor is that, when she is caught, she washes her hands or simply cry in public without giving justice to the people,” Lobregat said.

The solon said that if Climaco can concoct lies in front of the people, she will commit further lies in her present administration as the local chief executive.

Lobregat said that “Team Colorao” cannot keep quiet on this issue because they have to protect the best interest of the people.— Dexter Yap
