The Division of City Schools will activate the Oplan Balik Eskwela (OBE) and the Public Assistance Station (PAS) from May 28 to June 18, 2016 to ensure a hassle-free and safe school opening for school year 2016-2017.

Basilio Uy of the Division of City Schools said OBE and PAS are primarily intended to cater to problems commonly encountered at the start of the school year to ensure that learners are already properly enrolled and able to attend school by the first day of classes, set on June 13.

The activation of the OBE and PAS is contained in DEPED memorandum circular 68 series 2016 which also includes the setting up of an OBE information and action center at the Division Office in Baliwasan during the period (May 28-June 18) from 6am-6pm. The center will serve as the information and complaints processing and routing mechanism for the duration of the project.

Uy said the center will utilize various platforms of communication to include text messaging services where the Division Office will receive and reply/act on text messages received and public assistance and hotline where the Division Office will attend to callers with queries, complaints, problems, requests concerning school opening and other education matters.

The action center will also put on standby a quick response team which will provide immediate resolution to complaints that are classified urgent, conduct on-the-spot investigation and monitoring of schools and submit required daily reports to the monitoring unit.

The monitoring unit meanwhile do the documentation of daily reports from the different units daily. A secretary/officer of the day will also be tasked handle/process the daily reports for the Secretary’s information and to handle print and video documentation.

A media relations group will also be created to handle daily issues and concerns of the media. — Sheila Covarrubias
