Lobregat’s NHS bills enacted into law PDF Print E-mail

All three (3) national high school bills filed by Zamboanga City District 1 Representative Celso L. Lobregat have been approved and enacted into law.

President Benigno Simeon C. Aquino III signed into law on May 11, 2016 Republic Act No. 10835, “An Act Separating The Ayala National High School – Tulungatung Annex In Barangay Tulungatung, Zamboanga City From The Ayala  National High School, Converting It Into An Independent National High School To Be Known as Tulungatung National High School and Appropriating Funds Therefor” and Republic Act No. 10836, “An Act Separating The Don Pablo Lorenzo Memorial High School – Pasonanca Annex In Barangay Pasonanca, Zamboanga City From The Don Pablo Lorenzo Memorial High School, Converting It Into An Independent National High School To Be Known as Pasonanca National High School And Appropriating Funds Therefor.” Said laws were also published in the Manila Bulletin on May 25, 2016 page 15.

Republic Act No. 10812, “An Act Establishing A National High School In Barangay San Roque, Zamboanga City To Be Known As San Roque National High School And Appropriating Funds Therefor” was also signed into law by the President on May 11, 2016 and was earlier published in the Manila Bulletin on May 16, 2016 page 22.

Rep. Lobregat thanks the President for signing into law the said measures. Lobregat also thanks House Committee on Basic Education and Culture Chairperson Kimi S. Cojuangco and Senate Education, Arts and Culture Chairperson Pia S. Cayetano for approving the said measures in their respective committee in the House of the Representatives and the Senate.

Last May 24, Lobregat was able to personally thank Senator Pia Cayetano during the Joint Session of Congress for the Canvassing of Votes for the President and Vice-President.

As provided in the law, for the Pasonanca and Tulungatung National High Schools, since there are existing annexes and the mode is separation, all personnel, assets, liabilities and records of the Don Pablo Lorenzo Memorial High School – Pasonanca Annex and Ayala National High School – Tulungatung Annex are hereby transferred to and absorbed by the Pasonanca and Tulungatung National High Schools, respectively. The Secretary of Education shall immediately include in the Department’s program the operationalization of the Pasonanca and Tulungatung National High Schools, the initial funding of which shall be charged against the current year’s appropriation of the Don Pablo Lorenzo Memorial High School – Pasonanca Annex  and Ayala National High School – Tulungatung Annex respectively. Thereafter, the amount necessary for the continued operation of the school shall be included in the annual General Appropriations Act.

On the other hand, for the San Roque National High School, since it is mere creation/establishment of school, the Secretary of  Education shall immediately include in the Department’s program the operationalization of the San Roque National High School, the funding of which shall be included in the annual General Appropriations Act.

The Secretary of Education shall issue rules and regulations necessary to carry out the purpose of the said Acts. Same shall take effect 15 days after its publication in the Official Gazette or in a newspaper of general circulation.

With the enactment of the said laws, Barangays Pasonanca, Tulungatung and San Roque will benefit from the new National High Schools. Lobregat will continuously prioritize education in his agenda for the next Congress. — Dexter Yap
