The National Electrification Administration expects the Zamboanga City Electric Cooperatives Inc. to submit the terms of reference (TOR) for its investment and management contract in the next administration.

“TOR is still subject to deliberation by ZAMCELCO... This admin will only last until June, maybe during the next one,” NEA Administrator Edith Bueno was quoted by  the state-run Philippines News Agency as saying Wednesday.

The electric cooperative earlier tapped a consultant to form its TOR.

She noted the process also requires the electric cooperative to have discussions with Zamboanga city consumers.

The administrator earlier said the IMC, which requires approval from NEA, is set for bidding by the end of the year.

Power firms Aboitiz Power Corp. and the Manila Electric Co. were also reported to be interested in the contract. Both firms also own and operate distribution utilities.

The National Electrification Administration is an attached agency of the Energy Department, mandated to strengthen the electric cooperatives by ensuring efficiency, reliability and global competitiveness.
