‘SHE DOESN’T KNOW WHAT SHE SIGNED?’ Celso reacts to Beng’s rants on congressional projects PDF Print E-mail

“The mayor is not telling the truth. She should read her own report which shows listing of congressional projects before they are even implemented.”

Thus reacted District 1 Congressman Celso Lobregat to Mayor Beng Climaco’s ranting on congressional initiated projects allegedly not coordinated with her office.

Lobregat said the mayor should know better than anyone of us, saying that these projects she is questioning are reflected in her own annual report and all these things are coordinated.

In a press conference Wednesday, Lobregat presented to reporters the annual accomplishment report of the city government for the years 2014 and 2015  in which the projects for the congressional districts are listed and properly identified.

The solon said that all the local projects are recommended by the respective barangay officials, many of whom have sought the assistance of the congressional office for them to obtain such projects.

“It appears in the statements of the mayor, that DPWH and my congressional office are not coordinating on these projects with the LGU. Well you can see for yourself, it is listed in here own annual report before these projects are implemented. Don’t tell me she doesn’t know what she has signed and presented to the people,” Lobregat said.

He said that before putting up projects in different barangays, his office would ask for the priorities of the barangays and he personally calls the barangay chairman to ask for their priority projects.

“I always follow the right process. I go to them and ask their priority projects and DPWH coordinates with the city government for the infra we have identified,” Lobregat explained.

The City Planning and Development Office under Engr. Rodrigo Sicat furnished Lobregat an official copy of the 2015 Annual Accomplishment Report of the City of Zamboanga duly signed by the city mayor wherein the congressional initiated projects were also indicated.

“It is very clear, nuay pa el 2016, ta informa ya kame na govierno local cosa el mga proyecto, Ta hace sila grande con el Campaner, well it is listed in her own annual report cosa el mga proyecto del 1st Legislative District, hende ba ele ta le su mismo report, why get back at me?”, Lobregat said.

Reflected in the 2015 Accomplishment Report is a list of projects to be implemented in the congressional district in 2016. In Page 287 of said report, Item No.11 - it states the Rehabilitation/Improvement/Construction of Road at Campaner St, Zone 3, Zamboanga City in the amount of 4.5 million pesos.

The solon said that as far as he can remember, all his initiated projects are in order and are all coordinated with the implementing agency which is DPWH who also do their part in coordinating with the City Engineer’s Office for the local government to be informed of such projects.

“It is the DPWH who evaluates the status of each project, in the evaluation of the District Engineer’s Office, Campaner needed rehabilitation and needed re-blocking, we are not technical experts to recommend what has to be done,” Lobregat said.

The solon further said that as the representative of District 1, he has moved all the way with all the initiatives he could get in different national government agencies just to obtain projects for the city, and that is the reason why his district is presently loaded with various structures implemented thru the Congressional Initiative Funds implemented by the DPWH Regional Office and the DPWH District Engineers Office.

During Climaco’s Monday Press Conference in city hall, the ongoing road excavations were discussed and  she was quoted as saying “only to find out that these road excavations or drainage projects are congressional initiatives and none of these were coordinated with the local government unit.”

“Does it mean she doesn’t know what she’s talking about? To see is to believe, it is reflected in her own signed reports,” Lobregat said.

The solon also belied allegations of any abandoned congressional projects and and asked that he be directly informed if there’s any, for him to personally have it evaluated.

Mayor Climaco led a technical team together with City Engineer Luis Vicente Despalo, City Disaster Risk Reduction Management head Dr. Elmeir Apolinario in the conduct of the ocular investigation of road excavations in the city. – Dexter Yap
