City, DILG prep CSOs for BUB PDF Print E-mail

More or less 100 representatives from 14 sectoral groups in the city are undergoing the second phase of their Training on Empowerment Porgram for Basic Sectors, as the government prepare them for the implementation of the Bottom-up Budgeting (BUB) program of the government.

Spearheaded by the Department of Interior and Local Government and the City Government, the training program held from June 16-17 at the Seafood Restaurant in San Roque is a follow-through of the June 8-9 training. The third phase will be on June 23-24.

The BUB is a budgeting process where local government units, in partnership with the Civil Society Organizations (CSOs) formulate their Local Poverty Reduction Action Plan (LPRAT) and come up with a list of priority projects that will be included for funding by the National Government Agencies (NGAs). The program generally aims to further improve governance by making it more responsive, participatory, transparent and accountable.

Helping the DILG and City Government facilitate the training program are the Department of Budget and Management, City Budget Office, City Social Welfare and Development Office and the 14 CSOs that have been accredited with the city government.

The BUB program is in pursuit of attaining the Philippine Development Plan’s goal of inclusive growth and poverty reduction and promoting good governance at the local level. —Sheila Covarrubias
