Different groups of persons with disabilities (PWDs) in the city have bonded together to form the Ciudad de Zamboanga Federacion del Organisacion de Disabilidad (CZFOD), an alliance that will take charge of activities to ensure the protection and welfare of the PWD sector.

The creation of CZFOD highlighted the PWD Congress held July 19 and organized by the Gender and Development (GAD) in observance of the 33rd National Disability Prevention and Rehabilitation (NDPR) week from July 17-23.

The CZFOD is considered as a major accomplishment of the local government unit and is in fulfillment of the NDPR’s theme “Making the Rights Real for Filipinos with Disabilities”. It is duly recognized as the city’s PWD’s official federation through a City Council resolution approved July 20 that takes cognizance of the PWDs’  inherent talents and abilities to be leaders of the society.

Teddy Kahil, CZFOD founder and board chair underscored the importance of the creation of the PWDs federation stressing that the group will exist in compliance with Civil Service Policies. “We are in the right track as we are career employees that give us our security of tenure.”

The CZFOD elected officials are Elaine Enriquez Lumairo, president; Engr. Armando Jose, vice president.; Henry Salac, secretary; Suarto Hayudini, treasurer; Erwin Serrano, auditor; Fredirick Bawiga, P. I.O. The board of directors are Romeo David, Ms. Joy Valientes, Vivian Tejeros, Danny Napalcruz, Robert Diplon and Myra Guiamlod representing the different disabilities categories such as blind, ortho, hearing impaired, mothers of women PWDs, women PWDs (WPWDs), and  City Social Welfare and Development Field Offices 1-7.

The Federation’s first meeting will be on July 29 at 9am at the Social Development Center where they will finalize plans for the induction of officers and preparations for training on Batasan Pambansa 344 or the Accessibility Law for PWDs, building officials, operators/owners and concerned duty bearers with component on wheelchair assessorship modules set August 1.

The observance of NDPR Week July 17-23 is pursuant to Proclamation 1870 (amended on August 19, 2000) in honor of Apolinario Mabini, the Sublime Paralytic, who greatly contributed to Philippine Revolution despite his disabilities. 

Meanwhile, the city’s PWD sector acknowledges the Commission on Elections (COMELEC) for approving Resolution 9261 providing for the supplemental guidelines for registration of PWDs during the NDPR Week nationwide. The guidelines allowed the filing of applications for registration for first time PWD registrants and residing anywhere in the country in special satellite registration centers established. In Zamboanga City, PWD registration was held July 20 during the PWDs congress at the Garden Orchid Hotel.
