Mayor Beng Climaco has created a Technical Working Group (TWG) to formulate the contingency plan for La Niña in the city.

The creation of the TWG is formalized through Executive Order 185-2016 issued June 20 and is in response to the El Niño advisory 15 of the Philippine Atmospheric Geophysical Astronomical Services Administration (PAG-ASA) stating that there is 50% chance that La Niña will occur by the end of the year.

The TWG is set to convene on Friday, July 1.

La Niña, a phenomenon that describes cooler than normal ocean surface temperatures in the eastern and central Pacific Ocean is expected to bring increased rainfall, catastrophic floods, drier than normal conditions and similar other situations.

The formulation of the contingency plan for La Nina in the city is expected to combat the ill effects of the phenomenon.

The members of the TWG include the chair of the Council committee on disaster and relief services, chair Liga ng mga Barangay, City Disaster Risk Reduction and Management Officer, OIC City Administrator, City Agriculturist, City Environment and Natural Resources Officer, City Health officer, City Treasurer, City Budget Officer, City Planning and Development Coordinator, City Engineer, City Social welfare and development officer, City Veterinarian, City Legal Officer, Bureau of Fisheries and Aquatic Resources, Bureau of Soils and Water Management under the Department of Agriculture, OIC City Police Director, Coast Guard Station Commander, Task Force Zamboanga Commander, Zamcelco manager and Zamboanga City Water District Manager.

The CDRRMO is designated as the lead officer and or focal office that shall coordinate/convene the members of the TWG in order to come up with a Contingency Plan for La Nina in the city. The CDRRMO, OCENR and City Agriculturist Office are also designated as secretariat of the TWG.  — Sheila Covarrubias
