Congressman Celso Lobregat on Tuesday expressed alarm on the initial findings of the City Health Office (CHO) in which some city government employees are found positive of drug use.

Lobregat said that this is not supposed to happen as government employees are looked up by people with respect.

He said it is not pleasant to hear that the ones who areexpected to obey the law are the ones breaking it.

City Health OfficerRodel Agbulos revealed Monday that six out of 234 city government employees based at city hall were tested positive for drug shabu use during the conduct of a surprise drug test just right after the mass oath-taking rites of the newly-elected city officials last June 30.

“This is alarming, because these employees found positive for using illegal drugs is a disgrace to the city government as well as it gives a wrong signal to the public. They must be sanctioned,” Lobregat said.

The solon said that the conduct of the mandatory drug test  for all city employees should be pursued with no exemption. No if’s or but’s... Everyone must undergo the said procedure.

The congressman said that government employees are supposed to serve as role model to the public and must be the ones who are to discourage the use of illegal drugs.

He also urged other regional government agencies to also adopt the same procedure as done by the city government of Zamboanga, wherein nobody is spared from the random drug test.

“This process on drug testing must also be done not only in LGU, but also on all other national government offices based here in Zamboanga City, to ensure that there are no drug dependents in their ranks,” Lobregat said.

Recently, Lobregat himself joined other elected city government officials on the same day to undergo drug testing and all of them were found negative for shabu and marijuana. – Dexter Yap
