Congressman Celso Lobregat on Tuesday clarified his selection as “pointman” of Western Mindanao (ZamPen) solons who will be tasked to coordinate in behalf of his colleagues with the Mindanao bloc of congressmen

Lobregat said that it was the decision of the solons from Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay and Zamboanga City to designate him as their point person tasked to  bring  up concerns and other priorities to the House leadership.

The District 1 solon revealed that during a recent meeting of the Mindanao bloc comprised of some 50 to 60 congressmen from Mindanao including partylists, each region was asked to choose their respective point person, and the ZamPen solons chose Lobregat to be theirs.

The Mindanao bloc of congresspersons has been formed to ensure that Mindanao gets its equitable share in the budget, programs and projects from the national government.

“Mindanao is supposed to get not less than 33-36 percent of the national budget intended for the development of the region. If we speak and act as one, we will also get important positions in different house committees,” Lobregat explained.

It will be recalled that Congressman Lobregat filed House Bill No. 123 entitled: AN ACT CREATING THE MINDANAO RAILWAYS CORPORATION PRESCRIBING ITS POWERS, FUNCTIONS, AND DUTIES, AND PROVIDING FOR THE NECESSARY FUNDS FOR ITS OPERATION.

Lobregat said that he is very optimistic that all the congressmen from Mindanao will support such measure as this proposed measure will benefit the entire Mindanao in terms of development and increased opportunities for economic activities. – Dexter Yap
