Councilor Myra Paz Abubakar is set to present the proposed parental responsibility code of Zamboanga during the City Council’s maiden session on Tuesday, June 19.

Abubakar said in an interview that with this ordinance, parents will be more responsible in taking care of their children.

The proposed ordinance includes the obligation, duties of parents and guardians and the rights of children which include the giving of  parental love and affection; guidance and counsel; sending children to school and monitor their performance; assuring the health of the children; preventing the child from influence of vices; provide protection from physical, mental and emotional imperilment; supplication of daily needs such as food, shelter, clothing; protecting the child from dangerous environment,  and teaching them the duties of citizen.

Parental negligence includes abandonment of child; failure to enroll them in school; disregarding child’s truancy and poor performance in school; failure to monitor the child attendance to school and parents attendance to parents teachers meeting; exploiting the child; inflicting inhumane punishment to the child; leading the child to immoral practice; parent who practice child labor; carelessly or purposely exposing involving the child to gambling; permitting the child to join gang fraternities; allowing the child to posses deadly weapons; allowing a child to drive without license to include children riding motorcycle without helmet; allowing the child to ride on overloaded tricycle; failure to bring the child to the health center for the needed immunizations; allowing the child to sell or purchase cigarettes and allowing the child to stay outside during curfew hours.

Parents who failed to fulfill their duties will be penalized with P1,000 for the first offense with three months imprisonment depending on the discretion of the court, P3,000 for the second offense with six months imprisonment depending on the discretion of the court, and P5,000 for the third offense with one year imprisonment depending on the discretion of the court.

The Barangay Council for the Protection of Children (BCPC) will gather the parents involved in the violation of the ordinance. Culpable parent will also have to undergo parenthood seminar.

She said she also talked to the City Social Welfare and Development Officer regarding this proposed ordinance for review.

“This is my first ordinance for my third term as city councilor and there will be more ordinances that I will be passing this time,” Abubakar said.

After the first reading on Tuesday, a public hearing will be conducted on the proposed ordinance. — R.G. A A. Go
