20,526 drug suspects yielded to police in Zampen since July 1 PDF Print E-mail

A total of 20,526 drug suspects have surrendered to the Police Regional Office-9 (PRO-9) since President Rodrigo R. Duterte assumed office on July 1, 2016.

The mass surrender is in line with the Philippine National Police’s “Tok Tok Hangyo” or known as “Oplan Tok Hang” a strategy employed to flush out drug pushers and users in barangays.

PRO-9 OIC Regional Director Chief Supt. Billy Beltran said in an interview that from the period of July 1 to 13, a total of 19,587 drug suspects surrendered to PRO-9. Of the number, 939 are drug pushers.

The 19,587 drug users who surrendered in the different areas of Region 9 are: Zamboanga del Norte Police Provincial Office, 4,589; Zamboanga del Sur Police Provincial Office, 5,077; Zamboanga Sibugay Police Provincial Office, 6,150; and Zamboanga City Police Office, 3,771.

The breakdown of the 939 drug pushers who surrendered: Zamboanga del Norte Police Provincial Office — 189; Zamboanga del Sur Police Provincial Office —  307; Zamboanga Sibugay Police Provincial Office —  270; and Zamboanga City Police Office —  173. Beltran said five to seven of the pushers are high value targets of the police.

Moreover, the Zamboanga del Norte Police Provincial Office also visited, 4,425 houses; Zamboanga del Sur Police Provincial Office, 2,661; Zamboanga Sibugay Police Provincial Office, 8,657; and Zamboanga City Police Office, 2,250.

Police are asking the surenderers for information such as to who is selling them the illegal drugs, where do they get the drugs, and other questions. Aside from these, they were also asked to sign a waiver that they agree for a random drug test, home visit, they have to report to the barangay or police station, and during their drug test if they appear to be positive they will immediately be arrested.

“Generally, halos lahat ng police stations natin ay performing and doing well except for a very few stations na nagkulang pa. Overall, ang performance ng PRO 9 is above expectation at isa tayo sa nangunguna sa project na ito,” Beltran said.

The policeregional director expects that this number will still balloon as there are reports that many drug personalities still have the intention of surrendering.

He is also encouraging pushers and users to surrender.

“Ang govierno ay desedido na... to get all of you at all cost dead or alive. We want you to come in, surrender yourself, because we want to give you a second chance na maging productive member of the community but if you choose to defy itong change that is shaping the country right now, if you choose to fight it out, sisiguraduhin namin we will emerge victorious,” Beltran warned.

Meanwhile, for the drug operations: Zamboanga del Norte Police Provincial Office arrested 10 pushers; Zamboanga del Sur Police Provincial Office, 8; Zamboanga Sibugay Police Provincial Office, 4; and Zamboanga City Police Office, 36.

Number of drug pushers killed by Zamboanga del Norte Police Provincial Office — 1 ; Zamboanga del Sur Police Provincial Office, zero; Zamboanga Sibugay Police Provincial Office —  1; and Zamboanga City Police Office, — 5.

On the number of confiscated shabu,  Zamboanga del Norte Police Provincial Office — 31 sachets; Zamboanga del Sur Police Provincial Office —  18; Zamboanga Sibugay Police Provincial Office —  14; and Zamboanga City Police Office —  77.

Beltran assured that all these operations conducted by the police are legitimate. “Lahat ng operations na ginawa ng pulis ay puro legitimate police action. They chose to fight it out or they were killed during armed encounters with the police.”

“To the police who do the “Tokhang” and drug operations,  ensure lahat ng operations natin ay by the book, legal, wala tayong lalabagin na batas, and including karapatang pantao,” he told police operatives. — R.G. A A. Go
