In the maiden session of the city council last Tuesday, Congressman Celso Lobregat officially requested the councilors  to take immediate and appropriate action on House Bill No.10.

True to his word as a man of action, Lobregat filed House Resolution No.10 last June 30, 2016 urging the National Economic Development Authority (NEDA) to support the proposed Zamboanga City Impounding Dam Project and to include it in the priority project listing of the National Government.

The solon explained that this resolution is the result of the his participation in the kickoff meeting and official launching of the Pre-Feasibility Study for the Proposed Impounding Dam in Zamboanga City, his manifestation that he would file a resolution in Congress for the National Economic Development Authority (NEDA) to include the Zamboanga Water Impounding Dam in list of priority projects of the National Government.

In that meeting, Lobregat who was in attendance, manifested that based on the water protocol, there is a need to consider water to be used a potable, for agricultural purposes and energy, otherwise it would not be a feasible project.

In relation to Lobregat’s manifestation, on  June 16, 2016, Zamboanga City Water District (ZCWD) Chairman Edwin M. Caliolio forwarded to Congressman Lobregat the duly approved ZCWD Board Resolution No. 085 series of 2016 dated June 15, 2016 – A RESOLUTION SEEKING THE INTERCESSION OF 1ST DISTRICT REPRESENTATIVE CELSO L. LOBREGAT AND REQUESTING HIS HONOR TO SPONSOR A RESOLUTION IN THE HOUSE OF REPRESENTATIVES TO INCLUDE THE PROPOSED IMPOUNDING DAM PROJECT IN THE CITY OF ZAMBOANGA AS PART OF THE LIST OF PRIORITY PROJECTS OF THE NATIONAL GOVERNMENT.

Thru Board Resolution the ZCWD Board of Directors agrees with Lobregat for recognizing the urgent necessity of Zamboanga in terms of water, energy and agriculture. The ZCWD Board further agrees that there is also a need for the national government as is the usual case, to spearhead its realization considering the need for more funding and resources, as well as the complexity of the works involved.

House Resolution No.10 as introduced by Lobregat explains the extreme necessity of Zamboanga City to obtain such project which is very vital to the needs of the constituents considering the scarcity of water experienced by the city at the height of the dry season which happened in the country the past months.

Aside from addressing the water shortage and mitigate the effects of climate change in the city, the proposed project will also provide such benefits as year-round irrigation and hydroelectric power to the city of Zamboanga.

In the explanatory note of the said proposed bill Congressman Lobregat sighted that in 1996, World Bank thru the Japanese government commissioned a study on “Water Resources Development Plans for Selected Major Cities” with the inclusion of Zamboanga City. The study identified that the City of Zamboanga as water-constrained and that the water demand until 2025 is highest in the Zamboanga, among the cities selected, driven by the high increase of population, service coverage ratio of the public water system and high growth of industrial water demand. The World Bank in its study suggested a reservoir-type dam to meet the water demand of the city.

Presently, the Zamboanga City Water District (ZCWD) sought the assistance of the USAID-Be Secure Project to conduct of the Pre-Feasibility Study for the proposed Impounding Dam Project to be constructed in Zamboanga City.

The ZCWD Board also resolved to seek the intercession of Congressman Lobregat to sponsor a resolution at the House of Representatives seeking the inclusion of the Proposed Impounding Dam Project in the city as part of the NEDA Priority Projects for the national government.

Lobregat wrote the presiding officer Vice-Mayor Cesar Iturralde in behalf of the council to inform the members about House Resolution No.10 which he filed last June 30,2016 at 1:05pm.

Lobregat has officially requested for immediate preferential and appropriate action on this matter in support to this bill pending in the House of Representatives.  – Dexter Yap
