Congressman Celso Lobregat buckled down to work in the entry of the 17th Congress by way of setting his direction which would be beneficial for Zamboanga City and the Mindanao region in general.

During the maiden session of the Sangguniang Panlungsod last Tuesday, Lobregat revealed his priorities of legislation to the members of the august body for them to be aware and be supportive of the legislation he is representing in congress which would be valuable to the people of Zamboanga.

Lobregat said that since he was given another mandate in congress, he will pursue all the aspirations of the city and will exhaust all efforts in the national level just to procure more infrastructure projects and welfares from the national level and the Duterte administration.

Being a highly urbanized city, it doesn’t mean that we will be dependent on the local or regional initiatives in pursuing progress and development in the city, being competitive and aggressive is the key to elevate the city status to a higher level, he said.

“And as your congressman, I will be fighting and standing firm for Zamboanga City’s interest in terms of possible legislation of the Bangsamoro and Federalism. I shall be focusing on the creation of the Mindanao Power Corporation, the realization of the Mindanao Railway System, legislation on the Pasonanca Watershed, completion of the Zamboanga City Bypass Road, continuation of the widening of the west coast road, the construction of Zamboanga City’s Urban Core Flood Mitigation, including a pumping station, a flyover at the junction of Veterans-Camins-MCLL highway, the continuing modernization and expansion of the Zamboanga City Medical Center. I am and will be supportive of ZAMCELCO’s Investment Management Contract and the construction of a water impounding dam for potable water and other water protocols,” Lobregat said.

According to Lobregat, the Bangsamoro issue is not dead and it was the very reason why he made a political positioning in the recent election and preferred to stay in congress in order to protect the best interest of Zamboanga City whose people battle for exclusion from any form of autonomy.

Lobregat believes that the importance of power, railway system, watershed, bypass road, flood controls in urban core, expansion of ZCMC and the fly-over are vital propositions which are necessary and in line with the necessities of our people and will stir more extensive booming local economy for Zamboanga City.

Since he was sworn into office as District 1 Representative last June 30,2016, Congresman Lobregat already passed six significant House Bills which will truly benefit not only Zamboanga City but the entire Mindanao region as well.

The Lobregat Bills which are now docketed in time for the opening of the 17th Congress on Monday are as follows:

1.    House Bill 122 – AN ACT CREATING THE MINDANAO POWER CORPORATION.

2.    House Bill 123 – AN ACT CREATING THE MINDANAO RAILWAYS CORPORATION.

3.    House Bill 124 – AN ACT DECLARING THE PASONANCA WATERSHED FOREST RESERVE LOCATED IN ZAMBOANGA CITY AS A PROTECTED AREA UNDER THE CATEGORY OF NATURAL PARK AND PROVIDING FOR ITS MANAGEMENT.

4.    House Bill 125 – AN ACT AUTHORIZING THE GRANT OF COMPENSATION IN THE FORM OF ADDITIONAL HONORARIUM TO BARANGAY HEALTH WORKERS.

5.    House Bill 126 – AN ACT ALLOWING LOCAL GOVERNMENT UNITS TO SUSPEND THE MANDATORY WEARING OF MOTORCYCLE HELMETS

6.    House Resolution No. 10 - RESOLUTION URGING THE NATIONAL ECONOMIC AND DEVELOPMENT AUTHORITY TO SUPPORT THE PROPOSED ZAMBOANGA CITY IMPOUNDING DAM PROJECT AND TO INCLUDE IT IN THE PRIORITY PROJECT LISTING OF THE NATIONAL GOVERNMENT.

Lobregat said that he will continue to fulfill his mandate with dispatch and a sense of urgency, working harder and together for Zamboanga City. – Dexter Yap
