The Philippine Overseas Employment Agency (POEA) regional office will limit the deployment of Household Service Workers (HSW) and instead promote the deployment of skilled workers.

“We will limit the deployment of HSW dahil kung maari  i promote natin yung skilled workers,” Marietta Bellotindos, POEA 9 regional director, said in an interview.

The reason why they will limit the deployment of HSW is because they are vulnerable to abuse.

Many are applying for HSW because there is no placement fee. The salary is at $400, and some see it as an easy way to go abroad in which even high school graduates may apply.

HSWs include domestic helper, family driver, baby sitter, cook, gardener, and those who are working under the household.

In POEA Zamboanga, they do not process contracts for HSWs. For first timer HSWs, they process their papers in Manila and the hired applicants only attend the pre departure orientation seminar in Zamboanga.

She also said that at present, they are now not allowing new recruitment agencies if they are recruiting purely HSWs, adding  skilled workers must be included.

Meanwhile, the Department of Labor and Employment (DOLE) regional office has also supported the same move.

During their job fairs, the agency only accepted job orders for skilled workers instead of HSWs.

Skilled workers include carpenters; welders; plumbers; masons and others. (R.G. A A. Go)
