Congressman Celso Lobregat is optimistic that the long  proposed Mindanao Power Corporation (Minpocor) will soon be realized under the Duterte administration as the bill seeking for its creation has been refiled by him in the 17th Congress.

Lobregat sees greater chance of the realization of House Bill 122 – AN ACT CREATING THE MINDANAO POWER CORPORATION saying it is also one of the priorities of the present administration.

The solon had filed the bill in the previous Congress, however it was set aside to give way to the Bangsamoro Basic Law (BBL).

With some 60 Mindanaoan representatives elected in Congress and strongly backed by Mindanao business leaders, entrepreneurs and other stakeholders, Lobregat sees a bright prospect for MinPow.

“What makes us more positive on this (MinPow) is that the Senate President (Senator Aquilino Pimentel III) and House Speaker (Davao del Norte Representative Pantaleon Alvarez) are from Mindanao, and they are very supportive of this proposition,” Lobregat said.

Now that it is refiled, Lobregat said he is expecting another consolidation as the bill to be filed will be a harmonized version as other solons also signified their intention on the matter and have filed similar bills.

The proposed “Charter of the Mindanao Power Corporation,” authored by Lobregat seeks to place under government control the Agus-Pulangi complexes through the establishment of MinPow, a stand-alone government-owned and controlled corporation (GOCC).

said the bill seeks the non-privatization of the Agus-Pulangi hydropower complexes, located in Lanao del Sur and Bukidnon provinces, which are considered as the crown jewels of the Mindanao power industry, as part of efforts to find a viable way to operate and maintain these assets that provide most of the electricity requirements of  Mindanao at lower rates.

The MinPow shall be empowered to acquire the Agus-Pulangi hydropower complexes from National Power Corporation-Power Sector Assets and Liabilities Management Corporation (NPC-PSALM) and raise sufficient funds for operating, maintaining, and improving such assets efficiently.

The Agus-Pulangi complex is one of the two power complexes that MinPow will control, the other being the Pulangi complex in Bukidnon. These two will provide most of the island’s power supply.

Lobregat believes that the importance of power is a vital proposition which is necessary and in line with the necessities of our people and will boost further the  local economy for Zamboanga City amidst limited power supply in the Mindanao region.

Since he was sworn into office as District 1 Representative last June 30,2016, Lobregat already passed six significant House bills which will truly benefit not only Zamboanga City but the entire Mindanao region as well.

Lobregat said he will continue to fulfill his mandate with dispatch and a sense of urgency, working harder for Zamboanga City. – Dexter Yap
