Rep. Lobregat files bill seeking to make Pasonanca watershed a protected area PDF Print E-mail

District 1 Congressman Celso Lobregat has filed House Bill 124 seeking to declare a Pasonanca Watershed Forest Reserve as a protected area under the category of natural park and providing for its management.

The bill intends to establish the Pasonanca Watershed Forest Reserve in Zamboanga City as a Protected area under the category of natural Park and its peripheral areas as buffer zones providing for its management , and for other purposes.

Authored by Lobregat, the bill was docketed at the House of Representatives for the crafting and approval of the members of the 17th Congress in the plenary before it reaches the senate and goes to the president for approval into law.

Lobregat said the bill is intended as a landmark piece of legislation as it seeks the protection of the city watershed in Pasonanca elevating an expanded buffer zone into the category of parks and wildlife preserve.

Lobregat said that the measure was necessary to preserve the city’s watershed cover in order to protect the city’s water source not only for the present generation but for the future of the city.

The bill also expanded the coverage of protection to include the watershed’s periphery for better management of its land area and providing additional buffer to the city’s water cover.

The Pasonanca watershed protects the city’s principal water source, one of the few remaining topsoil running water feeder in the country. It provides high quality potable water to the Zamboanga City Water District, which supplies water to the entire city.

Lobregat also stressed that the  bill also seeks to elevate the watershed reserve into a protected area in the category of parks and wildlife preserve in order to protect endangered wildlife species of both flora and fauna only found in the area.

Recent biological studies made in the area indicate the existence of very rare plant and animal life that are close to extinction.

Lobregat expressed optimism the bill will get equal support from his colleagues and also in Senate so it can finally be enacted into law by President Rodrigo Duterte.

He expressed gratitude to his colleagues for their unified support in helping out on his measure to help preserve the environment and the city’s delicate ecosystem.

He called on the people to continue their support of the measure for all of Zamboanga’s benefit. — Dexter Yap
