Congressman Celso Lobregat together with Department of Public Works and Highways (DPWH) officials led by Engr. Cholie Roble and Department of Education (DepEd) officials led by Schools Division Supt. Pedro Melchor Natividad spearheaded the turnover of (3) Storey (15) classroom building in Sta. Maria Central School Friday morning.

Sta. Maria Central School Principal Dr. Vilma Brown, Sta. Maria Barangay officials led by Chairman Los Eli Angeles, the GPTA officers, faculty members and students joined the said officials in the inauguration of the said infrastructure.

The new school building is worth P 22 million, funding of which came from the DepEd Special Education Fund. It was implemented by the DPWH District Office in coordination with the office of Congressman Lobregat.

The veteran lawmaker related that the original project and funding for Sta. Maria CS was for a 2 storey 6 classroom building. However, when Congressman Lobregat together with DepEd and DPWH officials conducted an onsite inspection of various identified sites which included Sta. Maria CS, it was observed that due to limited areas there was need to recommend changes in the program.

Lobregat realized that there is no more sufficient space in Sta. Maria CS where to build new buildings, and since the classroom ratio of Sta. Maria CS was still very high, it was necessary to construct bigger and taller buildings similar to the problems in Sinunuc, Ayala and other schools in District 1.

Lobregat recalled then he personally talked to then DepEd Secretary Bro. Armin Luistro and DPWH Secretary Rogelio Singson and asked for realignment and increase in budget for Sta. Maria CS and other similarly situated schools in District 1 like Ayala CS.

“Education, Sta. Maria and Sta. Maria CS have always been high in our priorities” Lobregat said.

Lobregat stressed that it is not only now that he has given a priority to Sta. Maria CS, he recounted that even during the time of her mother, the late mayor Ma. Clara Lobregat, several  infrastructures were built in the said school. He cited the (2) storey (8) classroom building which was constructed in year 2002 under his mother’s term as mayor. During Lobregat’s term as City Mayor, the City Government also constructed a (2) storey (12) classroom building in 2008. And now as Congressman there is this construction of a P 22-million, 3 storey 15 classroom building.

Congressman Lobregat said that prior to the construction of the new building, the total number of classroom in Sta. Maria Cs was only sixty-two classrooms. If it would be divided into the number of students presently enrolled at the said school which is 4,085 students, the student-classroom ratio would be 1:65 which is above the normal ratio of 1:40-45 students per classroom.

With the additional 15 classrooms, the total number of classrooms would be 77. If we divide 77 classrooms by 4,085 students, the student- classroom ratio is 1:53, which is still high and there is still a need for additional classrooms in the said school considering the increase in the student population. And it is for this reason that Lobregat once again asked DPWH District Engineer Cholie Roble to inspect and measure the available space in Sta. Maria CS for construction of additional school buildings.

As what I have said before, I do not promise, but I will do everything that I can, hinde yo ta promete, pero espera ya lang y si posible hace y llega ya lang el proyekto,”Lobregat said.  – Dexter Yap
