Fabian’s landmark Pasonanca Watershed Bill goes to Senate PDF Print E-mail

House Bill No. 422 otherwise known as the bill creating the Pasonanca Watershed Forest  Reserve has passed muster in the Lower House last Wednesday, August 3, 2011 on its third and final reading as consolidated House Bill no 4830 with other solons co-authoring the bill.

The bill entitled, “An act establishing the Pasonanca Watershed Forest Reserve in Zamboanga City as a Protected area under the category of natural Park and its peripheral areas as buffer zones providing for its management , and for other purposes” was approved by the house plenary session.

Principally authored by city District 2 Rep. Erbie A. Fabian, the House approved bill will now go to the Senate for the crafting and approval of a parallel bill before it goes to the president for approval into law.

The bill is seen as a landmark piece of legislation as it seeks the protection of the city watershed cover in Pasonanca elevating an expanded buffer zone into the category of parks and wildlife preserve.

Fabian said the measure was necessary to preserve the city’s watershed cover in order to protect the city’s water source not only for the present generation but for the future residents of the city.

The bill also expanded the coverage of protection to include the watershed’s periphery for better management of its land area and providing additional buffer to the city’s water cover.

The Pasonanca watershed protects the city’s principal water source, one of the few remaining topsoil running water feeder in the country.
It provides high quality potable water to the Zamboanga City Water District, which supplies water to the entire city.

Rep. Fabian further stressed the  bill also seeks to elevate the watershed reserve into a protected area in the category of parks and wildlife preserve in order to protect endangered wildlife species of both flora and fauna only found in the area.

Recent biological studies made in the area indicate the existence of very rare plant and animal life that are close to extinction.
The House Committee on Natural Resources, chaired by Surigao del Norte 1st District Rep. Francisco Matugas, passed and approved the bill on second reading at the close of the 1st regular session of the 15th congress last May.

Rep. Fabian expressed optimism the bill will get equal support from the upper house so it can finally be enacted into law by the President soon.
He extended his gratitude to his colleagues for their unified support in helping out on his measure to help preserve the environment and the city’s delicate ecosystem.

He called on the people to continue their support of the measure for all of Zamboanga’s benefit.
House Bill No. 422, now entered as consolidated house bill no. 4830 is the second consecutive bill of the 2nd district solon to get congressional approval from this 15th congress.

House bill No. 425 which seeks to increase the bed capacity of the Zamboanga City Medical Center is now in the senate after getting congressional passage much earlier.
