ZCMC’s MOOE budget slashed PDF Print E-mail

The Zamboanga City Medical Center’s (ZCMC) budget for its Maintenance and Other Operating Expenses (MOOE)  has been slashed on its National Expenditure Program for 2017.

ZCMC data showed that the hospital’s budget for MOOE for 2015 is at some P79 million, for 2016, some P101 million, and for 2017, it is down to some P66 million.

The P66 million budget for 2017 was based on the 2015 budget for the hospital’s MOOE which is at some 79 million.

Other budget for 2017 for the hospital is the Personal Services (PS) which is P453 million and zero for capital outlay. The budget for PS is being used to pay for the salaries of doctors, nurses, and other hospital employees while the capital outlay is intended for hospital infrastructure and equipment.

MOOE is essential as the hospital uses the said budget for the payment of electricity, water, telephone, and internet bills. Aside from these, they also spend the MOOE for hospital supplies such as bond papers, ink for printers, and others.

The budget comes from the Department of Health head office where hospitals first submit their proposed budget to the DOH regional office 9.

“Hende lang kame ya abaha el MOOE...  it’s the whole DOH hospitals ya abaha MOOE and we do not know why,”Dr. Romeo Ong, ZCMC chief of hospital, said in an interview.

He said that for electricity alone the hospital spends P1.9 million per month and P600,000 per month for the water bills not covering other expenses to be spent by the hospital using the MOOE.

The hospital chief said that the unexpected budget cut will really affect the hospital operation and what to be done to save their budget is by conserving water and electricity.

However, Ong said it is not yet final as they can still defend their budget during the DOH 2017 budget deliberation scheduled on September 6.

ZCMC have 196 doctors and 361 nurses the hospital has a bed capacity of 500 where the hospital is also a teaching and training hospital authorized by the DOH.

The hospital is one of DOH regional office 9 retained hospitals. Others are the Mindanao Central Sanitarium; Labuan Hospital; Basilan General Hospital; Dr. Jose Rizal Memorial Hospital; Margosatubig Regional Hospital; and Sulu Sanitarium.

ZCMC serves patients from Zamboanga del Sur, Zamboanga del Norte, Zamboanga Sibugay, Isabela City, Zamboanga City, and Basilan, Sulu, and Tawi Tawi. — R.G. A A. Go
