Congressman Celso Lobregat made a strong manifestation to Department of interior and Local Government (DILG) Secretary Mike Sueno and Philippine National Police (PNP) Chief Director General Ronald Dela Rosa that he is totally against the proposed transfer of police scalawags from Luzon to Western Mindanao region to include Zamboanga City.

Lobregat issued the statement in last week’s budget hearing of the Committee on Appropriations which tackles the DILG Annual budget for fiscal year 2017.

As the vice-chairman of the said committee, Lobregat stressed that he is strongly opposing the said plan of the PNP to assign the erring policemen to Zamboanga City as this will compromise the security program here.

Lobregat said that Zamboanga City needs disciplined policemen and not those who are menace to the society.

“Transferring rogue policemen and those involved in drugs from Luzon to Zamboanga, Basilan, Sulu and Tawi-Tawi is not solving the problem in the organization, you are just transferring the same problem to another region,” Lobregat stressed.

The solon urged Secretary Sueno and General Dela Rosa to take an exemption and reconsider this move which for him is not the solution to the internal cleansing problem of the PNP.

“Such statement of Chief PNP Dela Rosa is unfavorable, it is not the solution, better if they suspend or freeze those erring PNP personnel rather than relocate them and still continue their illegal acts,” Lobregat said.

Congressman Lobregat said that in this part of the region, “we need good policemen and not those who are considered ‘garbage in the organization. If the PNP Chief really would want to implement such move, he better did that in other regions,  and not in Zamboanga City as those PNP scalawags are not welcome here.”

Lobregat asked PNP Chief Dela Rosa to reconsider that move, saying,  “Hindi naming kailangan ng basurang pulis, mas kailangan naming ng matitinong pulis sa Zamboanga City.”

Dela Rosa will be in Zamboanga City today for his first ocular visit to PRO-9 Headquarters, conduct command conference with PNP top officials headed by PRO9 commander Chief/Supt. Billy Beltran and to serve as guest of honor and speaker during the 115th Police Service Anniversary to be held at Camp Abendan, Mercedes. – Dexter Yap
