Zamboanga Mayor Maria Isabelle Climaco- Salazar has blacklisted the Santuyo Land Surveying firm due to its reported failure to perform a multi-million contract to do monumenting work on government housing sites.

This is based on a prior recommendation of the City Legal Office based on evidence gathered on delineation of local government owned subdivisions.

In an interview with RMN Zamboanga, City Legal Officer (Ret.) Judge Jesus Carbon confirmed the recommendation after determining the culpability of the survey firm in not complying with the provisions of  contracts entered into with the city government.

Carbon said that the survey firm violated the contract/ agreement dated August 08, 2008 when it failed to implement monumenting works at the Tulungatung Resettlement Site despite written directives to perform such work.

The City Legal Office has thus recommended that the firm be sanctioned with the termination of the contract, the forfeiture of the performance bond and a one-year suspension from participating in public bidding for all local government projects.

Based on review of the documents, the City Housing Board resolved to terminate the survey contract entered into by the city government and Santuyo Land Surveying on the ground of non-performance of monumenting work.

“The contract for Tulungatung Resettlement Site survey has already been fully paid by the city government but the survey firm cannot produce the technical description and no monument was placed either, which is a clear violation of the contract,” Carbon said.

There were two separate demand letters in January 2015 sent to Engineer Santuyo, demanding the performance of the monumenting work.

The survey firm reportedly failed to act on the demand.

On May 27, 2015, the Office of the City Mayor received a letter from Mr. Ronald Gadot, the OIC/ Regional Director of the Department of Environment and Natural Resources Technical Services Department informing Climaco that the approved technical description for the Tulungatung and the Azcuna Resettlement Sites cannot be released since the Santuyo Land Survey that was tasked to prepare the technical description of the properties had not submitted the documents for verification and approval.
