Zambo asks Duterte for return of Regional Center, ARMM properties PDF Print E-mail

The local government of Zamboanga is asking for the national government for the return of ARMM properties to Zamboanga  and the redesignation as Zamboanga city as the Regional Center.

This was contained in a letter dated February 10, 2017 sent by Zamboanga Mayor Maria Isabelle Climaco- Salazar to President Rodrigo Duterte.

In the letter, Climaco- Salazar said that the city of Zamboanga had long been considered as the regional center of the southern part of the country.

“However, pursuant to Executive Order No. 429 dated October 12, 1990, Pagadian was designated to serve as the Regional Center of Region IX,” the letter stated.

Climaco- Salazar is also asking for the return of several lots in Cabatangan under the ARMM to Zamboanga city.

“Several titles have been issued in the name of the ARMM; several have, in fact, been issued in the name of the Republic of the Philippines but are being claimed by the ARMM as theirs on the proposition that these lots were allegedly under the defunct Lupong Tagpagpaganap ng Pook (LTP.)” the letter stated.

The local government is claiming the properties by virtue of Republic Act No. 9054 “An Act to Strengthen and Expand the Organic Act for the ARMM,” which reportedly gives the right to local government units that voted against inclusion in the ARMM to purchase such properties from the national government.

This is the second time that Mayor Beng Climaco- Salazar tried to lobby for the transfer of the regional centre back to Zamboanga city.

During her term as Zamboanga Congresswoman, Climaco- Salazar also tried to lobby with then President Noynoy Aquino for the transfer of the regional center from Pagadian city to Zamboanga.

Although the transfer did not materialize, then Executive Secretary Paquito Ochoa issued a Memorandum Circular directing a moratorium on the transfer of government offices.

Meanwhile, the city government of Zamboanga has continuously voiced its desire for the return of the ARMM-owned properties located in Cabatangan.

During the 2013 Zamboanga siege, ARMM Governor Mujiv Hataman, a Liberal Party ally, reportedly offered the ARMM property in the area to serve as a temporary transitory shelter for thousands of siege victims.

The offer however was not accepted by the Zamboanga local government.  (E-media)
