A suspended Barangay Chairperson has revealed the presence of fixers in City Hall who are reportedly involved in preparing documents for bogus barangay projects.

Tagasilay Barangay Chairperson Hanisa Francisco admitted using these fixers in processing documents for the disbursement of barangay funds for barangay infrastructure projects.

The only thing left to do is for the Barangay Chairperson to affix his or her signature on the document.

The admissions were made during the pre-trial conference conducted by the Council Committee on Good Government last February 3 to discuss a complaint for Dishonesty and Grave Misconduct lodged against Francisco.

During the conference, Francisco mentioned names of private individuals who are reportedly involved in the scam of processing documents for bogus projects.

Recall that the City Council unanimously approved Resolution No. 179 recommending the suspension of Francisco for the period of six months.

The decision is said to be final and executory based on Section 61, Paragraph C of Republic At 7160, otherwise known as the Local Government Code.

The complaint, filed by Tagasilay Barangay Kagawads, is the second in relation to the implementation of projects, to be acted upon by the City Council.

Francisco had been suspended for the same offense in the past.  (Bhong Simbajon)
