The Zamboanga City Water District’s non-revenue water remains at 40%.

This was confirmed by ZCWD Acting Assistant Manager Engr. Marli Acosta de Fiesta who identified the barangays of Mampang, Talon Talon , Arena Blanco, and Carmen Valley in Pasonanca where non-revenue water is said to be a persistent problem.

Losses are brought about by tampered meters and failure to record water passing through water meters.

De Fiesta said that the ZCWD is planning to bring down losses from non-revenue water from the present level of 40% to 25% in a span of three years.

In June 2015, the ZCWD contracted the services of Manila Water to bring down losses from non-revenue water.

De Fiesta said that Manila Water is currently implementing a program of District Metering Areas (DMA) to help reduce ZCWD’s losses from non-revenue water.

The program consists of dividing the city into meter areas and checking the sources for non-revenue water.

Manila Water has currently created a total of 23 District Metering Areas in Zamboanga city.

Through the DMAs water connections will be divided to determine the amount of water passing through the water lines and through ZCWD’s water meters.

Through the system, it can be determined if there are discrepancies and can thus be corrected.

Manila Water plans to have a total of 33 District Metering Areas after three years.  (RGAAGo)
