District 1 Congressman Celso Lobregat announced that the bidding for the Investment Management Contract (IMC) of the Zamboanga City Electric Cooperative (Zamcelco) will be on March 26 and 27.

Lobregat said this information came from the National Electrification Administration (NEA) when he inquired about the status of the IMC bidding.

Two giant power distributors, Meralco and Davao Light of Aboitiz are expected to submit their respective bids for the right to manage Zamcelco for the next 20 years.

Recall, the bidding for the IMC has already been postponed twice, in December last year and February this year, due to unresolved issues and queries between the officials of Zamcelco and the bidders.

Said issues and queries have been submitted to the NEA for resolution and according to Lobregat, the bidding has been re-scheduled for March 26 and 27.

Zamcelco is in financial distress and the IMC is said to be the last resort to save the power cooperative from bankruptcy.

Meanwhile, The San Ramon Power Corporation, which has a contract with Zamcelco for the supply of 85MW coal power, is also waiting for the implementation of the IMC before constructing their power plant inside the Zamboanga Ecozone.

The construction of the said plant is already over three years delayed.  (Alinazar Hail Lahid/Emedia News)
