A property that was initially chosen for a public cemetery was offered to the Bureau of Jail Management and Penology (BJMP) as a possible site for the new jail facility of the city.

In her regular press briefing, Mayor Maria Isabelle Climaco- Salazar said that a property in Talisayan is being offered to jail officials as a possible site for the construction of the new Zamboanga City Reformatory Center (ZCRC.)

The property was initially designated as a public cemetery but site development for the project did not push through, thus the change in plan.

A study conducted on the property shows that the project has not complied with four out of six items in a criteria set by the Department of Health (DOH.)

The depth of the water table is reportedly 2.3 meters during rainy season, a figure less than the 4.5 meters required to comply with health standards.

Due to its elevation, the site is also prone to flooding and is in the direction or course of run-off due to its elevation.

Furthermore a storm drainage is also required for the development of the area into a cemetery.

The property is seen as the city’s counterpart for the construction of a jail facility, a project deemed urgent and seen to solve the current congestion at the Zamboanga City Reformatory Center.

The Bureau of Jail Management and Penology has reportedly allocated  counterpart funding amounting to P194-million for the construction of the jail facility.

The city government meanwhile will provide a five-hectare property on where the jail facility will be constructed.  (Liza Jocson)
