Congressman Celso Lobregat sees “no reason” for the local officials of the city in not supporting the call of the Department of Public Works and Highways (DPWH) conversion of some local roads to national road status.

This was the reaction of Lobregat after the city council during their regular session last week approved only three of the nine proposed local to national road conversion which relieves the local government from spending budget for the maintenance, rehabilitation and construction of such local roads.

As the Committee Chairman of Public Works and Highways in the House of Representatives, Congressman Lobregat said that there is no dis-advantage about the said proposition of the DPWH, it will be working to the full advantage of Zamboanga City in general having more budget from the national government for road maintenance, rehab and construction and more savings in local funds intended for the same purpose.

“If the local government allocates certain millions of pesos in the maximum of let’s say 5-million for the road construction and rehabilitation, the DPWH can allocate billions of pesos for the same purpose, this will really benefit our city,” Lobregat said.

The solon said that the DPWH proposal for road conversion will also give concrete solution to the present problem in traffic congestion in the city proper and other inter-connecting highways considering that the DPWH national standard is of high quality compared to the local standard requirements.

“To tell you, there are more than 300 bills pending in my committee asking for road conversion for the progress of their respective cities and provinces, but the irony of it, in our own city, it takes too long to get the local officials support on the said legislative matter which will truly benefit the constituents in general,” Lobregat said.

Moreover, when approved this will be a prelude to the realization of the proposed creation of additional Engineering District in Zamboanga City which needs the basic requirement of an additional 100-kilometer road for the city which is being fully supported by the two representatives of the city having all advantage of having additional funds, manpower and resources from the additional DPWH Engineering District.

Today, on their special regular session, the members of Sangguniang Panlungsod has invited the officials of the DPWH to shed light on the advantage and legalities of road conversion which they have been proposing at present. – Dexter Yap
