Amid the overwhelming entry of barangay officials to the Partido Demokratikong Pilipino (PDP) in Zamboanga, there is no assurance that they will be appointed to their former positions.

Alvarez also said that the appointment to the barangay level may not include the position of kagawads.

This was the clarification given by House Speaker Pantaleon Alvarez on speculations that barangay captains who joined the party will automatically become Presidential appointees to their former posts.

There were more than 800 barangay captains and kagawads who took their oath before Alvarez yesterday, giving rise to speculations that these persons are only after political survival.

“It does not mean that PDP Laban ka, ikaw na yun,” said Alvarez.

The House Speaker said that there are no special qualifications for one to be appointed to the position.  It is a must however for the appointee not to be involved in illegal drugs.

Alvarez was quick to add that the appointment is merely on a temporary status and not permanent.

Meanwhile, Alvarez also revealed that the bill mandating the appointments of new barangay officers in charge may not necessarily include the appointment of kagawads.

“Ang aking proposal, suggestion ko we will only appoint OICs sa Kapitan, wala nang kagawad,” said Alvarez.

Alvarez said that barangay officials are merely on holdover capacity and should Congress pass a law for the President to make the appointment, those who are in their present positions will have to give way to the new appointees.

It will be recalled that Surigao del Norte Representative Robert Ace Barbers filed House bill 5359 seeking to postpone the 2017 Barangay and Sangguniang Kabataan elections to May 2020.

The bill includes proposals by the President to fill up barangay posts with Officers-in -Charge.  (Liza Jocson)
