Celso meets with DOE to rescue IMC plan Print

First District Congressman Celso Lobregat met with Department of Energy Secretary Alfonso Cusi to explain the dire need for the Zamboanga Electric Cooperative (Zamcelco) to enter into the Investment Management  Contract  (IMC) with another power entity.

During the discussion, Lobregat cited the need to amend the Terms of Reference (TOR) of the current IMC, after two failed biddings showed that bidders refuse to conform with the present IMC provisions.

Lobregat, a member of the House Committee on Energy, stressed the need for the electric cooperative to enter into an IMC with another power company, citing management concerns.

He also relayed to the Energy Secretary the refusal of the Zamcelco Board of Directors to place the management of the electric cooperative under the National Electrification Administration (NEA.)

“We need somebody who can manage it better, and also to infuse capital.  This is the seen solution to save Zamcelco,”  Lobregat explained.

Meanwhile, the solon also convinced Undersecretary Ilaga of the National Association of Electricity Consumers for Reforms (NASECORE) to move forward and seek a review of the TOR based on concerns given by the two interested bidders, Davao Light and Meralco.

The solon told Cusi and Ilagan to expedite the review of the TOR so that the electric cooperative can move forward with solutions to its operational and financial woes. (Dexter Yap/PR)
