AECID, Beng meet on Planned Cities Extension (PCE)

The Agencia EspaƱola de CooperaciĆ³n Internacional para el Desarrollo (AECID) led by Juan Pita met with Mayor Beng Climaco in Manila Friday to tackle measures on how to realize the Planned Cities Extension (PCE), a program it funded along with UN Habitat.

Mayor Climaco was with Executive Assistant V Mike Saavedra when she meet with Pita and staff at the AECID headquarters in Makati centering discussions on the possibilities to move the PCE forward.

The PCE is a 25-year plan to be implemented in the east coast area covering approximately 868 hectare of land in the Mercedes district. Under the plan, the area will be the site for the development of a new town which will be an integral part of the larger built up area of the City.

The PCE plan is to develop the periphery of the proposed new Zamboanga International Airport a mixed use planned city extension, similar to an aeropark or aeropolis. It is considered to respond to the development needs of the city for planned growth center that will attract investments beyond the usual central business district location.

The implementation of the PCE plan, based on the proposal, will utilize various financing strategies to include phased implementation, financing plan for phase 1 capital requirements, mixed financing, revolving fund, financing modalities for urban poor housing and cost recovery.

Just recently, the National Economic Development Authority (NEDA) has included the proposed transfer of the Zamboanga International Airport to Mercedes in its list of priority projects for Region 9. The project is expected to cost about P9.8billion and will be financed under the Public-Private Partnership (PPP) program. (Sheila Covarrubias)
