DOH reverts P55-M back to Labuan hospital Print

Department of Health Secretary Dr. Paulyn Jean Ubial conformed to the request of Congressman Celso Lobregat to revert back to Labuan Public Hospital the amount of forty-five million pesos which was earlier proposed by DOH9 to be re-aligned for the establishment of a new hospital facility inside Zamboanga City Special Economic Zone in San Ramon.

During her recent visit in Zamboanga City to inaugurate some DOH-initiated projects, Secretary Ubial met Congressman Lobregat in a one on one meeting and discussed the fate and issues confronting Labuan Public Hospital which landed in the news controversies and even towards a broadened dialogue in Sangguniang Panlungsod for some uncertainties and opposition of barangay officials and constituents of the barangays of Patalon, Labuan and Limpapa.

It is for this reason why Lobregat came into the rescue and expressed his strong opposition in the downgrading of the 33-year old public hospital.

In a press briefing, Lobregat told newsmen that in the presence of DOH Regional Director Dr. Aristedes Tan, ZCMC Director Dr. Romeo Ong and Labuan hospital administrator Dr. Roy Valdez, he revealed to Sec. Ubial the plans of re-aligning the huge amount of budget intended for the completion of some facilities in the aforementioned hospital towards the proposed new hospital inside ecozone, wherein Lobregat categorically expressed his strong opposition on the said plan if in case the said funding for the purpose will be re-aligned.

“El DOH Regional Office ya pidi na DOH Manila para man re-align este 2017 budget of 55 million for the purpose, no querre yo cay abandona con el Labuan hospital. El demiyo, completa anay el ongoing expansion, y hinde man-re-align el budget. Ya pidi ya sila una para man-re-align without consultation, sila-sila lang ya decidi which is not correct,” Lobregat said.

The official revealed that even before the controversy erupted, he already expressed his opposition in the initial plans of transferring Labuan hospital to ecozone sans public consultation, Lobregat sits in the ecozone board and said that DOH and Ecozone chairman has already agreed in principle to pursue the plan aggressively which he then stopped awaiting the general sentiments of the people in the area affected by the plans.

“Ta sinta yon a board del ecozone, in one of the board meetings, ya chene issue cay cambia na ecozone el hospital na Labuan, approva ya era el resolution para dale singco ektarya para transfer del Labuan hospital, ya abla yo spera lang, ya consulta   ya ba ustedes, ya chene ya ba consultasyon con el mga vivientes del Labuan, Limpapa y Patalon,” Lobregat said.

Congressman Lobregat told Ubial in that meeting about the plans of DOH9 for the fate of Labuan hospital to downgrade it, which for him is not favorable. Besides, re-aligning the present budget due to time lapse until December 31 this year for a new facility inside ecozone is not relevant, because there is no plan and design yet for the proposed building eventhough the lot will be provided for free by ecozone authority, by then, before it can be materialized, it will not catch up with the deadline and the funds will be lost.

“Ta suporta gat yo el budget del DOH especialmente para con el mga public hospital aqui na Zamboanga, pero si ansina el corrida, hinde ta consulta , grande desisyon hay hace, iyo mismo hay man block con el plano,hinde yo conforme,” Lobregat said.

Because of Congressman Lobregat’s manifestation, Secretary Ubial then agreed to adhere with Lobregat’s proposal and sought the assistance of the solon in monitoring the developments of the Labuan hospital expansion projects.

It was then that the good secretary, upon consultation with the DOH officials here agreed also to the possible extension of Labuan Public Hospital to ecozone using the 2018 budget and not the present one.

“Si ansina el corrida, completa anay con el facilidad ta construji aura na Labuan hospital cabar next year ya busca fondo y planta con el extension hospital na ecozone- the problem is solved,” Lobregat said.

The solon is informing the barangay officials and constituents of Patalon, Labuan, Limpapa and other nearby village not to worry anymore about the status of their hospital in the west coast because nothing will be removed nor downgraded after coming into terms with DOH Secretary Ubial. – Dexter Yap
