The Zamboanga City Reformatory Center (ZCRC) has started the process of transfer to Talisayan after the Bureau of Jail Management and Penology (BJMP) regional office accepted the city government’s donation of a 5-hectare lot in the area.

Jail Senior Inspector Zacarias Dagupan said that the regional office is currently preparing to bid out the construction of the facility in the amount of P194-million.

Construction is expected to start before the year ends after the project is awarded to the winning bidder.

The new facility, projected to accommodate 10,000 detainees, is aimed towards solving congestion at the present ZCRC.

The current facility is said to house a total of 2,597 prisoners nearly 2,000 more than its estimated capacity of 800.

Dagupan said that inmates have spilled out from the cells and are now sleeping along the detention center’s corridors.

Around 15 detainees are reportedly coming in and being committed on a daily basis.

Aside from its congested status, the ZCRC has been facing security threats due to the presence of more than 100 high risk detainees.

The ZCRC foiled a rescue attempt of Abu Sayyaf inmates in January 2015.  (Liza Jocson)
