LGU projects to support jail transfer identified PDF Print E-mail

The city government is set to start several projects worth more than P76 million by the year 2018 to support the transfer of the Zamboanga City Reformatory Center to barangay Talisayan.

City Planning and Development Officer, Engr. Rodrigo Sicat said in an interview that the projects are road concreting leading to the proposed Jail facility in Talisayan worth P40 million, road right of way acquisition at P8 million, multi-purpose building construction inside the jail complex at P15 million, support facilities acquisition of lot for police community police action center and fire station worth P7.5 million, and construction of police compact center at P6 million.

“With these infrastructure projects, we address the road leading to the jail, the security concern, and right of way,” He said.

The budget will be taken from the city’s regular budget in the peace and order. By September, the city council will endorse the 2018 annual budget and once endorsed it will be forwarded to Department of Budget and Management for concurrence and by January next year all these projects can be realized if it has been budgeted.

The multi-purpose building is needed as it might serve as sala if the Supreme Court and Department of Justice will approve the trial of inmates in the said area, while the police will help address the security concerns near the jail facility.

According to Sicat, these project were already included in the Annual Investment Plan (AIP) of the city so that if and when the contract will be signed between the city and the Bureau of Jail Management and Penology, the city will commence the required infrastructures so that the jail facility can be transferred.

“Debe talia na AIP because subsequent funding cannot be allocated nor can be budgeted if it’s not in the AIP so as early as May this year, yan include ya kame na AIP and this was approved by the City Development Council hopefully this will all be funded,” the City Planning and Development Officer said.

The city is waiting for the signing of the usufruct agreement between the city government and the Bureau of Jail Management and Penology. The proposed jail facility is a 6.6 hectare city property in barangay Talisayan.

The said property of the city government is about 100 meters from the national highway. (R.G. A A. Go)
