Mayor Beng Climaco has commended the efforts of the Zamboanga City Special Economic Zone and Freeport Authority headed by its Chairman Christopher Lawrence Arnuco that will soon result in the construction of a new seaport in San Ramon, west of this city.

Climaco stood witness to the contract signing and kick off meeting for the San Ramon new port project yesterday morning at the Garden Orchid Hotel. The project has been endorsed by the Mindanao Development Authority (MinDA) and the National Economic and Development Authority (NEDA).

This, after the Project Development and Monitoring Facility (PDMF) Committee approved funding for the conduct of feasibility study and transaction advisory services for the San Ramon newport project on Jan. 18, 2017.

The PDMF is a revolving fund available to government agencies for pre-investment activities of Public-Private Partnership (PPP) projects. It is administered by the PPP center.

The San Ramon Newport project would entail the construction of a seaport within the Economic Zone to support Zamboanga City’s potential to be a center of maritime activity in the region, and a transshipment hub for the Brunei-Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA).

It is proposed to be implemented through PPP, with the concessionaire undertaking the financing, development, and O&M of the project in exchange for the right to recover its cost through charging fees from the use of port facilities or services.

Other PPP projects in Mindanao are the Davao Sasa port modernization project, the Davao Airport Operations, maintenance, and development project, the Laguindingan airport operations, maintenance, and development project in Cagayan de Oro City, and the second phase of PPP for school infrastructure project (PSIP) which includes Northern Mindanao and Caraga.
