Department of Public Works and Highways (DPWH) Undersecretary Engr. Emil K. Sadain, who is from Zamboanga City, was among the awardees of the Career Executive Service (CES), where no less than President Rodrigo Duterte was the one who conferred the awards to them at Malacañang Palace last Wednesday.

Engr. Sadain was awarded for his effective use of change management tool leading to the organizational transformation of DPWH Autonomous Region in Muslim Mindanao (ARMM) from an underperforming agency into an award winning office with the highest level of performance and an excellent infrastructure program under the DPWH ARMM reform agenda 2012 and beyond; in pushing for the amendment of the ARMM Public Works Act.

During his stint as DPWH ARMM secretary, he also curved graft and corruption and improving human resource capability though various trainings.

The undersecretary is a resident of Mampang, married, with five children, and the son of Said and Angelina Sadain. He is a Civil Engineer, Geodetic Engineer, and Sanitary Engineer.

President Rodrigo Duterte personally handed him the plaque together with the other awardees.

Other awardees for 2015 includes: former DPWH secretary Rogelio Singson, former DOLE 12 regional director Ofelia Domingo now DOLE 9 regional director, Alumanda Dela Rosa retired director of the Philippine Nuclear Research Institute (DOST), and Bernadette San Juan Director 3 of the Department of Agriculture.

For 2016 awardees were Efren Carandang, deputy administrator of National Mapping and Resources Information Authority, Ma. Lourdes Atayza Medical Center Chief of the Mariano Marcos Memorial Hospital and Medical Center, and Ruth Manigos-Tawantawan of DENR region 10. (R.G. A A. Go)
