Police Station 11 Commander and personnel  are set to undergo a pre-charge evaluation for the death of Sibuco native Eduardo Serino.

A pre-charge evaluation is a process of determining the existence of probable cause based on the allegations of the complainant and supporting evidence under Section 1, Rule 14 of the National Police Commission’s Memorandum Circular No. 2007-001.

The recommendation was made by the Regional Internal Affairs Service 9 and a Police Regional Office-9 Fact Finding team after finding sufficient ground to conduct the proceedings on the personnel involved in the incident.

The recommendation was made to PRO-9 Regional Director Chief Supt Billy Beltran who immediately gave the order.

PS 11 personnel are being investigated for the death of Eduardo N. Serino who died in the custody of police officers last September 30. Police said that the victim died after he banged his head on the station’s concrete floor.

Serino was held for reportedly being unruly at RT Lim Boulevard and not following regulations in connection to Zamboanga Hermosa Festival activities.  (Dan Toribio)
